Hook Waters is a former Division Shifter, who can manipulate the perceptions of objects with his psychic ability, essentially 'illusion-casting'. He left the agency and moved to Hong Kong after the murder of his wife.

Hook is a Division trained Shifter - which gives him the skilled ability to manipulate light to create extremely realistic illusions. In order to shift an object, it must be a similar size, weight and shape as the intended illusion. His illusions are so detailed that he can easily trick other trained agents.
He has been shown to effortlessly change ordinary paper into money and alter the perceptions of an object as small as a bead.
